Charles T. Winter, Chief Technology Officer, Founder
Mr. Winter embarked on his career as an Internet engineer and entrepreneur with a variety of hi-tech businesses. In 1996 he founded Pacific Communication System. His goal: to develop a service structure that removed the complexity of web-based communication and to open the multiplicity of Internet avenues to all businesses, regardless of size, structure or complexity

Today, PCS continues to maintain its position on the cutting edge of access to the Web industry for all businesses, from the corner store to the titans of commerce. His drive and vision have transformed PCS from his personal concept of a full service Internet/Intranet services provider to the multifaceted organization into which it has evolved.

In his position as Founder and CTO, Charles formulates PCS's long term strategic planning. As CTO, he interacts directly with the leading technology firms whose hardware and software form the backbone of the PCS success story while maintaining a "hands on" attitude towards some of the company's day-to-day operations.


Thomas Winter, Vice President Software Engineering
Starting with a small contract to automate data back up at a fledging startup ten years ago, Mr. Winter crafted extensive enterprise solutions for workflow, process management, data acquisition and visualization. His resource management components have been successfully implemented in companies with over $12 billion dollars in revenue.

Integrating process flow software for Single Piece Flow (Lean Thinking), JIT, batch, and derivatives, Mr. Winter has been involved in all aspects of enterprise information processing. Prior to delivering enterprise level solutions, Mr. Winter was part of the core Silicon Valley startup process from the early 1980's. As director of software engineering, Mr. Winter designed the worlds fastest disk controllers for several years, developed manufacturing test and process controls for the products, and directly sold OEM contracts into the largest computer companies. Mr. Winter brings that extensive ability to capture process flow and implement an end-to-end solution into Pacific Communication Systems to guide our OSS structure, and implement our software future.
